This guide covers vault layout, SPECIAL-based job assignment, room unlocks, growing your population safely, exploration and quests, handling incidents, and the new limited-time Seasons on the PC version.

Researched September 2026 — current as of the returning "House Always Wins" Season (relaunched Sept 2, 2026) and the Dec 2025 Steam update that brought mobile content to PC. Live games change; check the linked sources if something differs.

Quick Start

  • Power, Food, Water are the only three things that matter at first. If one runs out, dwellers suffer: power outages shut down rooms, food shortages drain health, and water shortages cause radiation.
  • Match dwellers to rooms by SPECIAL. Each production room uses one stat. A dweller with high Strength in a Power Generator produces much faster.
  • Merge rooms. Building the same room type side by side merges it into a two-wide or three-wide room. Merged, upgraded rooms are more efficient.
  • Don't grow your population too fast. Every new dweller eats and drinks. Stronger incidents (and later Deathclaws) scale with vault size.
  • Arm the first room behind the vault door. Raiders and later Deathclaws attack through the door. Put your best armed dwellers there.
  • Rush only when the risk is low. Rushing gives instant resources but can trigger incidents like fires, radroaches, or molerats. Rush odds depend on dweller Luck and the room's recent rushes.
  • Collect Lunchboxes and complete objectives. Objectives give caps, Nuka-Cola Quantum, and Lunchboxes (cards with dwellers, gear, and resources).
  • Send one well-equipped dweller exploring early. Give them a weapon, armor, Stimpaks, and RadAway, and bring them home before their health runs low.
  • Build the Overseer's Office as soon as it unlocks (18 dwellers). It unlocks quests, which are the best source of rare loot.
  • Seasons are separate vaults. Limited-time Seasons use an Experimental Vault, and the rewards transfer to your main vault.

The SPECIAL System

Stat | Production / training room | What it helps

Strength (S) | Power Generator, Nuclear Reactor; Weight Room | Power

Perception (P) | Water Treatment, Water Purification; Armory | Water

Endurance (E) | Nuka-Cola Bottler; Fitness Room | Max HP gain on level-up, radiation resistance in the wasteland

Charisma (C) | Radio Studio; Lounge | Faster breeding, attracting dwellers, happiness

Intelligence (I) | Medbay, Science Lab; Classroom | Stimpak and RadAway production, crafting

Agility (A) | Diner, Garden; Athletics Room | Food

Luck (L) | Game Room | Better rush odds, more caps, better loot on exploration

Endurance matters more than it looks. A dweller's HP gain per level is based on their Endurance at that level. If you want a durable explorer, train Endurance to max before leveling them. Levels you gain before training can't be redone.

Room Unlocks

Room | SPECIAL | Unlocks at population

Living Quarters, Power Generator, Diner, Water Treatment | C / S / A / P | Start

Storage Room | E | 12

Medbay | I | 14

Science Lab | I | 16

Overseer's Office | — | 18

Radio Studio | C | 20

Weapon Workshop | — | 22

Weight Room | S (training) | 24

Athletics Room | A (training) | 26

Armory | P (training) | 28

Classroom | I (training) | 30

Outfit Workshop | — | 32

Fitness Room | E (training) | 35

Lounge | C (training) | 40

Game Room | L (training) | 45

Nuclear Reactor | S | 60

Garden | A | 70

Water Purification | P | 80

Other unlocks: Theme Workshop (42), Barbershop (50), and Nuka-Cola Bottler (100, Endurance; makes food and water). Rooms upgrade up to level 3, and three-wide merged rooms hold six dwellers.

Vault Layout

  • Top row: defense. The room right behind the vault door should be a strong production room with your best armed dwellers. Some players put a tough room there and keep armed dwellers in it.
  • Stack production rooms in columns. Elevators are cheap. Straight columns keep the vault easy to navigate during incidents.
  • Three-wide everything you can. A three-wide level-3 room is far more efficient than three separate rooms.
  • Keep empty space away from the door. Incidents spread to adjacent rooms, so avoid long exposed corridors of low-level dwellers near the top.
  • Plan for the Nuclear Reactor, Garden, and Water Purification. These high-tier rooms are larger producers. Leave space for them later.

Growing the Population

  • Breeding: put a man and a woman in Living Quarters. Charisma speeds it up. Pregnant dwellers keep working but won't fight, and children grow into adults after a while.
  • Radio Studio: attracts dwellers from the wasteland. It also raises happiness.
  • Lunchboxes: often contain dwellers, sometimes Legendary ones.
  • Quests and exploration: some quests reward new dwellers.

Add dwellers in waves: build more production first, then grow. Your resource bars should stay green before the next batch arrives.

Population thresholds matter. Deathclaw attacks start once your vault reaches 60 dwellers. Molerats and radscorpions show up as the vault grows. Arm yourself before you cross those thresholds.

Incidents and Threats

Threat | What to do

Fires | Dwellers in the room fight it. Keep rooms staffed

Radroaches / Molerats | Armed dwellers in the room handle them; weapons help a lot

Raiders | Attack through the vault door; fight in the top rooms

Deathclaws | Appear at 60+ dwellers; very dangerous. Need your best weapons and high-HP dwellers near the door

Radscorpions | Appear inside the vault, drain health, and teleport. Fight with strong weapons

Feral Ghouls | Spread radiation damage; RadAway and Stimpaks needed

Upgrading the vault door gives you more time before raiders break in.

Exploration and Quests

Wasteland exploration

  • Send a dweller out with a weapon, armor, Stimpaks, and RadAway.
  • Endurance lowers radiation damage. Luck finds more caps and rare items. Strength and Agility help combat.
  • The longer they're out, the better the loot but the higher the risk. Recall them before their HP gets too low. The return trip takes half the time spent outside.
  • Dead explorers can be revived with caps. Bring them back quickly.

Quests (Overseer's Office)

  • Send teams of up to three dwellers.
  • Quest rewards include rare weapons, outfits, recipes, and legendary dwellers.
  • Travel time applies. Speed-ups cost Nuka-Cola Quantum.
  • Upgrading the Overseer's Office lets you run more quests at once.
  • Recent content brought to PC in December 2025 includes the Power Struggle questline (based on the Fallout TV show, with Lucy, Maximus, The Ghoul, and the pet CX404) and Searching in the Dark, a Fallout 25th Anniversary questline.

Crafting

  • Weapon Workshop and Outfit Workshop turn junk into gear. Recipes come from quests, Lunchboxes, and exploration.
  • Higher-tier workshops unlock stronger items.
  • Scrap junk you don't need, but keep materials required for recipes you want.
  • Crafting speed scales with the relevant SPECIAL.

Seasons (PC)

Seasons arrived on Steam with the December 2025 update. Each one gives you a separate Experimental Vault with its own rules, leaderboard, badge challenges, a Wheel for prizes, and a Season Pass (free track plus an optional paid upgrade). All earned rewards transfer to your main vault.

Season (on Steam) | Theme

Viva New Vegas (first run Dec 2025; returned July 2026) | Novac and New Vegas, TV show characters

House Always Wins (Jan 2026; returned Sept 2, 2026) | Lucky 38 and New Vegas at Night themes, TV Season 2 characters, pets on the Wheel

Ultracite Fever (Mar 4 – Apr 12, 2026) | Fallout 76 Appalachia, Scorched attacks, Ultracite weapons

In Gold We Trust (Apr 2026) | Enclave base, gold bullion, the Capitalist Wheel

Synthetic Identity (May 2026) | The Institute and Synths

Current Season tips (House Always Wins):

  • Complete badge challenges to unlock the Lucky 38 and New Vegas at Night vault themes.
  • Climb the leaderboard, and spin the Wheel. This time pets are part of the jackpot.
  • Rewards include TV Season 2 characters, outfits, and weapons, all usable in your main vault.

Common Mistakes to Avoid

  • Growing too fast. New dwellers without matching production cause starvation spirals.
  • Leveling dwellers before training Endurance. HP gains can't be redone.
  • Rushing repeatedly. Each rush raises the incident chance for that room.
  • Leaving the entrance weakly defended. Raiders and Deathclaws take advantage of it.
  • Ignoring happiness. Unhappy dwellers produce less. Put them in their best job, and use the Radio Studio and Lounge.
  • Crossing 60 dwellers unprepared. Deathclaws hit hard.
  • Scrapping recipe materials. Check what you need before scrapping.
  • Leaving explorers out too long. A dead explorer costs caps to revive.

Advanced Tips

  • Max Endurance before leveling for tank dwellers. Train to 10 Endurance (or higher with gear bonuses) at level 1, then level up in Endurance gear.
  • Use Luck for rushing. High-Luck dwellers make rushes safer. Each rush raises that room's failure chance for a while, so check the percentage shown on the rush button and wait for it to drop back before rushing the same room again.
  • Pets: pets give bonuses such as production, crafting speed, or explorer loot. Match pets to roles.
  • Mr. Handy can collect resources and help on the surface or in the vault.
  • Storage caps your resources and items. Upgrade storage rooms before big crafting sessions.
  • Rotate trainers. Training rooms slow down at higher stats. Rotate dwellers so rooms stay busy.
  • Survival Mode is harder and permanent death is on. Try it after you know the systems.

FAQ

How do I get more dwellers fast? Breed in Living Quarters (Charisma helps), build a Radio Studio, open Lunchboxes, and complete quests. Keep production ahead of population.

What's the fastest way to get caps? Exploration with high-Luck dwellers, objectives, and quests. Rushing production also gives caps, at a risk.

When do Deathclaws start attacking? Once your vault reaches 60 dwellers.

Do Season rewards carry over? Yes. Rewards earned in a Season's Experimental Vault transfer to your main vault.

Is Fallout Shelter on Steam the same as mobile? Since the December 2025 update, the Steam version includes years of mobile-only content: new questlines, characters, weapons, themes, and Seasons.

How do I level SPECIAL stats? Assign dwellers to the matching training room (Weight Room, Armory, Fitness Room, Lounge, Classroom, Athletics Room, Game Room). Training slows down as stats get higher.

Can I play without spending money? Yes. Objectives and quests give Lunchboxes and Nuka-Cola Quantum over time. The Season Pass upgrade is optional.
