A practical El Presidente handbook for Tropico 6: the four eras, economy and trade, keeping factions and superpowers happy, elections, raids, sandbox settings, DLC notes and the mistakes that get dictators overthrown.

Researched September 2026 — current as of Update 23 "Eternamente Verde" and the Return to Nature DLC (March 6, 2025). Live games change; check the linked sources if something differs.

Status in 2026

Tropico 6 released on PC on March 29, 2019, and was supported with free updates and paid DLC through Update 23 "Eternamente Verde" in March 2025. Its sequel, Tropico 7, is announced for January 28, 2027 (PC via Steam and Epic, Xbox including Game Pass, and PS5). Tropico 6 remains fully playable and is a good time to learn the series.

Quick Start

  • Money first, everything else second. Early income from plantations, mines and logging, sold through your Docks, funds everything. Build exports before comfort buildings.
  • Teamsters and roads matter. Goods only earn money once teamsters move them to the Docks. Keep a Teamster's Office near production and the port.
  • Watch the era's key goal. Each era has a transition requirement. In the Colonial era you're working toward independence from the Crown.
  • Keep an eye on approval. Citizens vote. Low happiness plus unhappy factions lose elections or start rebellions.
  • Build housing and jobs together. Unemployed or homeless Tropicans get unhappy fast.
  • Use the overlays. Fertility, resources, crime, beauty, and more. Place farms on fertile land and industry away from housing.
  • Use edicts deliberately. Edicts cost money and have trade-offs; each one pleases some groups and annoys others.
  • Start in Sandbox. Sandbox lets you tune difficulty and starting money before tackling missions.
  • Save before elections and era changes. They're where most runs collapse.

The Four Eras

Era | Theme | What to focus on

Colonial | Governor under the Crown | Build a profitable export economy and push toward independence

World Wars | Newly independent nation | Industry, security, choosing sides between the Axis and the Allies

Cold War | Superpower rivalry | Balancing the US and USSR, tourism starts to shine, bigger industry

Modern Times | Modern nation | High-tech industry, services, tourism, education

Buildings, edicts and research unlock by era. You carry your island forward; nothing is lost when an era ends.

Colonial era tips

  • The Crown gives you tasks. Completing them earns money and keeps the Crown patient.
  • Build support among those who want independence, and save money for the transition.
  • Don't overbuild comfort buildings; the Colonial population is small and cash is tight.

World Wars and beyond

  • After independence, relations with the era's superpowers affect trade prices, aid and threats. Picking one side too aggressively can bring invasions or embargoes.
  • Industry becomes the main money maker: process raw goods into higher-value products before exporting.
  • Tourism grows into a major income stream from the Cold War onward.

Economy

Production chains

  • Raw goods: plantations (crops), ranches, fishing, logging and mines.
  • Industry: turn raw goods into higher-value exports (for example, a Rum Distillery turning sugar into rum, or a Cigar Factory turning tobacco into cigars). Processed goods almost always sell for more.
  • Export: everything goes out through the Docks. More docks and good roads shorten wait times.
  • Trade routes: from the Docks you can set up trade routes with other nations for better prices or specific goods.

Economy rules of thumb

  • Check fertility before placing plantations; a crop on poor land barely pays.
  • Build near resources. Mines on deposits, logging near forests, fishing on the coast.
  • Cluster production with housing and a Teamster's Office close by to shorten commutes.
  • Upgrade buildings. Many buildings have upgrades that boost output or reduce workers needed.
  • Budget settings. Work modes on buildings trade cost, output and happiness; use them to squeeze extra money from key producers.
  • Keep a cash buffer. Disasters, elections and rebel attacks all cost money.

The Swiss bank

El Presidente has a personal Swiss bank account. Some actions and edicts skim money into it, and it's used for certain personal and political actions. It's separate from the national treasury, so don't confuse the two. A shady Broker will periodically offer requests that pay into (or draw on) the Swiss account; there's even an achievement ("I Owe You Nothing") for reaching S$50k in the Swiss bank without accepting any Broker requests.

People and Happiness

Citizens have needs; the main happiness categories cover food, housing, health, religion, entertainment, safety, jobs and liberty.

Need | Typical fix

Food | Varied farms, ranches and fishing

Housing | Bunkhouses early, better housing later

Health | Clinics, then hospitals

Religion | Churches, then cathedrals

Entertainment | Taverns and later venues

Safety | Guard or police stations

Jobs | Enough workplaces for the working population

Liberty | Fewer restrictive edicts and less crime or police pressure

  • Check the citizen panel regularly; it tells you which need is dragging approval down.
  • Education raises the pool of skilled workers needed for later industries and services.
  • Immigration fills jobs quickly but can annoy some groups.

Factions and Superpowers

Factions

Tropicans belong to political factions with competing demands (for example Capitalists versus Communists, Religious versus Intellectuals, Militarists, Environmentalists and Industrialists). Each faction's leader asks for specific buildings, edicts or policies.

  • Keep your biggest factions reasonably happy. You can't please everyone. Aim to keep the large factions on side and keep the smaller hostile ones in check.
  • Faction tasks give rewards when completed.
  • Edicts and buildings move faction approval. A church pleases the religious; heavy industry annoys environmentalists.

Superpowers

Each era has foreign powers you trade with and answer to: the Crown in the Colonial era, the Axis and the Allies in the World Wars, and the US and USSR in the Cold War, with more powers in Modern Times. Relations affect trade prices and aid, and very bad relations can lead to invasions.

  • Accept tasks from superpowers you want to stay friendly with.
  • Don't let any one power's relation drop too low unless you're ready to defend yourself.

Elections, Speeches and Rebellions

  • Elections happen periodically once they're enabled. Your approval rating decides the result.
  • Election speeches from the palace balcony let you make promises to groups; broken promises cost you later.
  • Tricks include edicts and actions that shift votes, but they raise suspicion and anger some factions.
  • Rebels appear when enough people are unhappy. Keep a military and police presence and fix the causes, or they'll attack buildings.
  • Coups come from the military if the militarists are unhappy. Keep the army reasonably paid and respected.

Raids and Wonders

Tropico 6 lets you send agents on raids abroad to steal world wonders and monuments such as the Statue of Liberty and the Eiffel Tower, then place them on your island. Raids can also bring back money or other rewards. Raids launch from a dedicated building; they cost money and take time, so treat them as a mid-game luxury rather than an early priority. Stolen wonders are more than decoration: several achievements ask you to own pairs at once (Statue of Liberty + Eiffel Tower, Neuschwanstein + Taj Mahal, Sphinx + Great Pyramid) or to have four heists running simultaneously.

Research

Tropico 6 uses a revised research tree focused on political and economic unlocks. Research new buildings and edicts as eras change, and prioritize the ones that unblock your economy: processing industries, better housing and tourism.

Archipelagos and Infrastructure

  • Tropico 6 lets you play on archipelagos with several islands.
  • Bridges connect islands (they unlock in a later era, not at the start), and tunnels go through mountains.
  • Transport: taxis, buses and aerial cable cars move citizens and tourists, cutting commute times.
  • Plan the capital island for housing and services and use outer islands for industry and resorts.

Return to Nature itself adds 15 nature-themed buildings (including Forest Schools, Tree Houses and the Biggdrasil world wonder), the scenario "El Árbol De Maravilla", three edicts (Reforestation, Natural Reaction, Tropical Paradise) and a new Nature value that works like Beauty.

DLC release order for reference: El Prez Edition (launch, 2019), The Llama of Wall Street (Dec 2019), Spitter (Apr 2020), Lobbyistico (Jul 2020), Caribbean Skies (Dec 2020), Festival (Aug 2021), New Frontiers (Dec 2022), Going Viral (Oct 2023), Tropican Shores (Jun 2024), Return to Nature (Mar 2025).

None of the DLC is required; the base game is complete. If you buy one, choose the theme you find most fun.

Missions and Achievements

The base-game campaign is a set of standalone missions, each with its own island and twist. Base-game missions tracked by achievements include "Penultimo of the Caribbean", "Speakeasy", "Better Red Than Dead", "Pirate King", "Chocolate Factory", "Ballgame", "Tropicoland", "Acts of God", "Shackland", "Concrete Beach", "Superpower Defense", "Bureaucrazy 2.0", "The One-Percenters", "Battle Royal" and "The Referendum"; "Been there, Done That" requires all of them.

Achievements worth planning a sandbox run around:

Achievement | Requirement | Tip

The Governator | Stay in the Colonial era for 30 years | Delay independence on purpose; keep the Crown paid

We Don't Have Time For That | No elections for 20 years | Look for options that postpone or cancel elections, and check the timer often

Make Tropico Great Again! | Finish a sandbox game with no imports | Build full domestic production chains

Watch The World Burn | Win a sandbox game without a fire station | Pick low disaster settings

Survivor | Win on a volcano map with Disasters on "Frequent" | Keep a large cash buffer for rebuilding

Trade Is My Trait | Active trade route for every trade license at once | Buy all licenses, then stagger routes

One Does Not Simply Stage A Coup | Survive a military coup | Save first, then let militarists sour

Sublime Subliminal Supreme | 90% of Tropicans support one faction | Late-game propaganda push on a small island

Common Mistakes to Avoid

  • Building comfort before income. Get exports running first.
  • Too few teamsters or docks. Goods pile up unsold.
  • Plantations on low-fertility land.
  • Ignoring faction leaders until an election is about to start.
  • Industry next to housing and resorts, which ruins beauty and tourism.
  • No cash buffer for disasters and rebel damage.
  • Tanking a superpower's relations without defenses.
  • Overusing restrictive edicts that crush liberty and annoy intellectuals.

Advanced Tips

  • Processed exports scale money fastest. Build industry chains early in each era.
  • Tourism in the Cold War and Modern Times can outearn industry if you keep resorts beautiful and away from pollution.
  • Education pipeline. Schools, then higher education, produce the skilled workers for high-value jobs.
  • Use work modes to boost key producers and reduce costs on low-priority buildings.
  • Place defensive buildings near likely rebel approach routes and the palace.
  • Elections: fix the biggest unhappiness category a few years before an election, not the month before.
  • Multiplayer: up to four players online; coordinate trade and don't let a rival out-export you.

FAQ

Is Tropico 6 still being updated? The last update was Update 23 "Eternamente Verde" in March 2025, with the Return to Nature DLC. Tropico 7 is announced for January 28, 2027.

What should I build first? Plantations or other raw production on good land, a Teamster's Office, housing and your Docks. Then add processing industry.

How do I get independence? In the Colonial era, build support for independence and prepare financially and militarily, then declare it. Follow the era goal shown in the game.

How do I steal world wonders? Build the raid building for your era, then send agents on a raid against the wonder you want. Raids cost money and take time.

Why are my goods not selling? Usually a teamster or dock shortage, or long travel distances. Add Teamster's Offices near production and more docks.

Which DLC is best? It depends on taste. Tropican Shores for tourism, Caribbean Skies for aviation, New Frontiers for space, Return to Nature for eco-building.
