A full player's guide to Fallout 3 GOTY on PC: character building, perks, the main quest outline, when to do each of the five DLCs, missable content, and the fixes that make the game stable on modern Windows.

Researched September 2026 — current as of game version 1.7.0.4 (October 2021, Games for Windows Live removed) and launcher 1.3.1.0 (June 2024). Live games change; check the linked sources if something differs.

Quick Start

  • The GOTY edition includes all five DLCs: Operation: Anchorage, The Pitt, Broken Steel, Point Lookout, and Mothership Zeta.
  • Broken Steel matters most. It raises the level cap from 20 to 30 and lets you keep playing after the main quest ends. Without it, the game stops at the final quest.
  • Intelligence buys skill points. A higher INT means more skill points per level; Educated (level 4) adds more.
  • You get a perk every level. Build around a combat skill and the utility trio of Lockpick, Science, and Speech.
  • V.A.T.S. is your best friend early on. Pausing and targeting limbs/heads fixes the rough early gunplay.
  • Repair is quietly the best skill. Weapon and armour condition affect damage and protection, and Repair lets you combine duplicates.
  • Collect Bobbleheads (20) and skill books. Each Bobblehead is a permanent +1 SPECIAL or +10 skill.
  • Save in multiple slots. Bethesda quests can break; rotate at least three saves.
  • Fix the multicore crash before you start (see the PC section).

Character Creation

S.P.E.C.I.A.L.

Stat | What it drives | Priority

Strength | Carry weight, Melee Weapons | Medium (high for melee)

Perception | Energy Weapons, Explosives, Lockpick, compass markers | Medium

Endurance | Health, Big Guns, Unarmed, several perk requirements | Medium

Charisma | Barter, Speech | Low (Speech is raised directly)

Intelligence | Skill points per level, Medicine, Repair, Science | High

Agility | Action Points in V.A.T.S., Small Guns, Sneak | High for V.A.T.S. builds

Luck | Critical chance, all skills slightly | Medium-high

You'll get more stat points later via the Intense Training perk (10 ranks), Bobbleheads, and Broken Steel's Almost Perfect perk (raises every SPECIAL stat to 9 at high level).

Skills and tags

There are 13 skills: Barter, Big Guns, Energy Weapons, Explosives, Lockpick, Medicine, Melee Weapons, Repair, Science, Small Guns, Sneak, Speech, and Unarmed. You tag three (the G.O.A.T. test suggests tags, but you can change them before leaving the vault).

Strong first-run tags: Small Guns + Lockpick + Speech, or Small Guns + Science + Repair.

Build Archetypes

Build | Key SPECIAL | Core skills | Key perks

V.A.T.S. Gunslinger | AGI, LCK, PER | Small Guns, Repair | Gun Nut, Commando, Finesse, Better Criticals, Grim Reaper's Sprint, Action Boy/Girl

Stealth Sniper | AGI, PER, LCK | Small Guns, Sneak | Sniper, Silent Running, Mister Sandman, Better Criticals, Ninja (melee variant)

Melee Bruiser | STR, END | Melee Weapons, Sneak | Little Leaguer, Toughness, Ninja, Paralyzing Palm (unarmed variant)

Perk priorities (base game)

  • Level 2: Swift Learner, Gun Nut, Thief, Daddy's Boy/Girl, Intense Training — pick what fits your build.
  • Level 4: Educated (+3 skill points per level). Take it as early as possible.
  • Level 4: Comprehension (+1 extra point from each skill book) — great if you hunt books.
  • Level 6: Toughness, Bloody Mess, Demolition Expert.
  • Level 8: Commando (rifle V.A.T.S. accuracy), Strong Back, Scrounger.
  • Level 10: Finesse, Mysterious Stranger, Animal Friend, Nerd Rage!.
  • Level 12: Sniper, Silent Running, Robotics Expert.
  • Level 14: Cyborg, Adamantium Skeleton, Master Trader.
  • Level 16: Better Criticals, Action Boy/Girl, Tag!.
  • Level 18: Computer Whiz, Infiltrator, Concentrated Fire, Paralyzing Palm.
  • Level 20: Grim Reaper's Sprint (a V.A.T.S. kill restores all AP), Ninja, Explorer, Solar Powered.

Special/quest perks worth chasing: Power Armor Training (from The American Dream or Operation: Anchorage), Survival Guru from completing all of Moira's Wasteland Survival Guide objectives, Wired Reflexes from The Replicated Man, and Barkskin from Harold's quest (Oasis).

Main Quest Outline

  • Vault 101 — childhood tutorial, the G.O.A.T. exam, and the escape. Grab everything useful before leaving, including the Medicine Bobblehead in your father's office.
  • Following in His Footsteps — Megaton, then Galaxy News Radio in the D.C. ruins.
  • Galaxy News Radio — help Three Dog; the Brotherhood of Steel shows up here.
  • Scientific Pursuits — Rivet City and Project Purity's history.
  • Tranquility Lane — a simulation inside Vault 112; the "good" and "evil" routes change karma.
  • The Waters of Life — restart work at Project Purity.
  • Picking Up the Trail / Finding the Garden of Eden — Vault 87 and the G.E.C.K.
  • The American Dream — Raven Rock and the Enclave (grants Power Armor Training).
  • Take It Back! — the final assault with Liberty Prime.

With Broken Steel installed, the game continues after the ending with a new quest chain against the Enclave remnants and a raised level cap.

Side Quests Worth Doing Early

  • The Power of the Atom (Megaton) — disarm the bomb for good karma and a house, or detonate it for Tenpenny's reward. This is permanent.
  • The Wasteland Survival Guide (Moira, Megaton) — a long chain that rewards a perk and sends you to many early locations.
  • Blood Ties (Arefu), The Replicated Man (Rivet City), Oasis, The Superhuman Gambit (Canterbury Commons), Those! (Grayditch), Head of State (Lincoln Memorial), Agatha's Song, Stealing Independence (Declaration of Independence at the National Archives), and Tenpenny Tower.

The Five DLCs: When and How

DLC | How it starts | Suggested level | Notes

Operation: Anchorage | Outcast distress signal near the Outcast Outpost | Early-mid (combat-heavy simulation) | Rewards include Power Armor Training and winterized T-51b power armor

The Pitt | Radio signal leads to a contact; you travel to Pittsburgh | Mid (10+) | Your gear is taken at the start; you get it back later

Point Lookout | The Duchess Gambit riverboat on the Potomac | Mid-high (15+) | Large, tough swamp map with some of the strongest enemies

Mothership Zeta | Alien signal in the wasteland | Mid-high | Linear; lots of alien weapons and loot

Broken Steel | After the main quest | Endgame | Level cap to 30, new perks, continues the story

Tip: Operation: Anchorage is the most efficient way to get Power Armor Training early.

Karma and Companions

Karma (Good / Neutral / Evil) changes NPC reactions, some quest outcomes, the karma-linked perks (Lawbringer/Contract Killer), and who will travel with you.

Companion | Karma needed | Notes

Dogmeat | Any | Scrapyard; can fetch items

Charon | Any | Buy his contract (The Ninth Circle, Underworld)

Sergeant RL-3 | Neutral | Mister Gutsy robot, Canterbury Commons

Butch | Neutral | The Muddy Rudder in Rivet City

Fawkes | Good | Super mutant met in Vault 87; waits at the Museum of History afterwards

Star Paladin Cross | Good | Brotherhood of Steel, the Citadel

Jericho | Evil | Moriarty's Saloon, Megaton

Clover | Evil | Bought at Paradise Falls

You can travel with Dogmeat plus one other companion at a time.

Economy and Survival

  • Caps: loot everything light and valuable; sell at Moira (Craterside Supply), Rivet City, and traveling caravans. Master Trader and Scoundrel help.
  • Repair: combine duplicates to raise condition. Repair high condition weapons before selling for better prices.
  • Radiation: RadAway removes rads, Rad-X adds resistance. Irradiated water and food add rads — Lead Belly helps.
  • Healing: Stimpaks are king; Fast Metabolism boosts them. Food and water heal slowly.
  • Chems: Buffout, Psycho, Jet, Mentats — powerful but addictive. Chemist and Chem Resistant soften the downsides.

Collectibles

  • Bobbleheads (20): 7 SPECIAL + 13 skills. Each one is permanent.
  • Skill books: each raises a skill (more with Comprehension). Many are in fixed locations; vendors sell some.
  • Unique weapons: Lincoln's Repeater (a .44 lever-action in a display case in the Museum of History offices), plus many others such as the Xuanlong assault rifle, Wazer Wifle (laser rifle), Experimental MIRV (Fat Man), Vengeance (Gatling laser), Ol' Painless (hunting rifle), Blackhawk (.44 revolver), The Terrible Shotgun (combat shotgun), Victory Rifle and Reservist's Rifle (sniper rifles), Eugene (minigun) and Jingwei's Shocksword. Check the wiki for exact locations.

PC Setup and Fixes (2026)

  • No more GFWL. Update 1.7.0.4 (October 2021) removed Games for Windows Live; if you installed before that, uninstall and reinstall per Bethesda's note.
  • Multicore crash fix: in Documents\My Games\Fallout3\FALLOUT.ini, set bUseThreadedAI=1 and add iNumHWThreads=2 under [General]. This is the classic fix for crashes on modern many-core CPUs.
  • Save often and manually. Autosaves can corrupt; rotate saves.
  • Mods: the Fallout Script Extender (FOSE) and a community unofficial patch fix hundreds of bugs. Use a mod manager (Mod Organizer 2 or Vortex). If you also own New Vegas, "Tale of Two Wastelands" lets you play Fallout 3 inside the New Vegas engine.

Common Mistakes to Avoid

  • Dumping Intelligence. You lose skill points every single level.
  • Skipping Educated at level 4.
  • Wandering too far south early. The downtown D.C. ruins are full of super mutants.
  • Ending the main quest without Broken Steel active and assuming the game is over.
  • Blowing up Megaton by accident, or killing important NPCs in quests you care about.
  • Ignoring Repair and fighting with broken weapons.
  • Overburdened looting. Carry weight sneaks up; stash items in your Megaton or Tenpenny Tower house.

Advanced Tips

  • Grim Reaper's Sprint + Commando + Finesse turns V.A.T.S. into a chain of kills.
  • Sneak attacks in V.A.T.S. are automatic criticals — combine with the Ninja perk for melee builds.
  • Use Mysterious Stranger for fun and free damage in V.A.T.S.
  • Head shots in V.A.T.S. are best against humans; shoot legs of fast enemies (deathclaws) to slow them.
  • Take Explorer at level 20 if you want to find every location for completion.
  • Grab Lincoln's Repeater from the Museum of History early — it's one of the best early unique guns for a Small Guns build.
  • Almost Perfect (Broken Steel) is the best high-level stat perk.
