Victoria 3: Beginner-to-Advanced Strategy Guide

How to run a Victoria 3 economy that actually grows: the construction loop, depeasanting, laws and interest groups, trade, diplomacy, and war. It also covers where the game stands right now, with 1.13 "Matcha", the 1.14 AI and War Support open beta, and State and Revolution with Update 1.15 on October 22.

Researched September 2026 — current as of live version 1.13.11 "Matcha", with the 1.14 open beta running and Update 1.15 plus State and Revolution due October 22, 2026. Live games change; check the linked sources if something differs.

Quick Start

  1. Construction is your engine. Build Construction Sectors early in states with iron and coal nearby, and feed them wood, iron, tools, and later steel.
  2. Depeasant. Moving peasants into wage jobs (factories, mines, plantations) grows your GDP, your tax base, and consumer demand. Most early decisions serve this goal.
  3. Tax sensibly. The Paradox wiki's beginner guide suggests starting taxes on High, and taxing luxury goods consumed by the wealthy.
  4. Fix blocking laws. Laws like Traditionalism, Isolationism, and Serfdom hold industrialization back. Replace them when your interest groups allow it.
  5. Research economic techs early. The wiki flags Stock Exchange and Atmospheric Engine as urgent.
  6. Balance your interest groups. Laws pass through the clout of the government IGs. Pushing reforms too hard creates radicals and revolutions.
  7. Produce your own military goods (small arms, ammunition, artillery). Import dependence can cripple you in a war.
  8. Watch Infamy. At 100 you become a pariah.
  9. Pause and plan. Victoria 3 rewards reading tooltips. Look at buildings, goods prices, and journal entries before unpausing.

Core Concepts

Concept What it means for you
Pops Population groups with jobs, culture, religion, wealth, and politics. Their Standard of Living drives loyalty.
Buildings and Production Methods Every building has swappable production methods that change inputs, outputs, and employment.
Market Goods prices come from supply and demand in your market. Shortages raise prices.
Construction points How fast you build anything. They are "some of the most valuable resources in the game".
Interest Groups (IGs) Political blocs that support or oppose laws, such as Landowners, Industrialists, Intelligentsia, Petite Bourgeoisie, Rural Folk, Trade Unions, Armed Forces, and the Devout.
Laws Your constitution: economy, government, society, and military.
Bureaucracy, Authority, Influence Administrative capacity, decree and law power, and diplomatic capacity
Infamy Aggression tracker. 100 makes you a pariah.

The Opening: First 10 Years

Before you unpause, analyze these areas, in the order the wiki suggests:

  1. Diplomacy: Who threatens you? Which great power could you befriend?
  2. Geography: Where are your wood, iron, and coal?
  3. Politics: Which laws block industrialization?
  4. Buildings: What is unprofitable, and what is short?
  5. Journal entries: What does your nation's story want from you?

Standard build order:

  1. Construction Sectors in 1 to 2 good states.
  2. Their inputs: Logging Camps and Saw Mills (wood and lumber), Iron Mines, Coal Mines, Tool Workshops. This is the "construction loop".
  3. Consumer goods: Textile Mills (clothes) and Furniture Manufactories, so pops have things to buy and your market stays healthy.
  4. Later, Steel Mills to upgrade construction production methods and feed industry.
  5. Keep an eye on profitability. Prioritize buildings that are profitable at current prices, and avoid building into a glut.

Politics: Laws and Interest Groups

Coming in 1.15: A rework of socialism. Council Republics get new laws, socialist ideologies are refined, journal entries leading to a Council Republic are reworked, and the path is described as "more difficult ... but also more enriching". Russia gets special law variants that reflect a centralized Tsardom rather than a feudal state.

Economy and Trade

Rule of thumb: If a good's price in your market is well above its base price, building more of it is usually profitable. If it is far below, stop building it.

Diplomacy

Military and Navy

Good Starting Nations

Nation Why it's good for learning
Great Britain Rich, safe, huge market. Great for learning economics.
France Strong industry with interesting politics
Prussia A clear industrial and unification path
USA Lots of land and resources, and relatively safe from rivals
Russia (after 1.15) Heavily reworked with State and Revolution. A deep political challenge, but not beginner-friendly.
