Total War: EMPIRE – Definitive Edition: Complete Guide
A guide to Total War: EMPIRE for new and returning players: which faction to start with, how the campaign economy, research, trade and government actually work, line-infantry and naval battle tactics, the Road to Independence and Warpath campaigns, and the fixes and mods that keep a 2009 game running well today.
Researched September 2026 — current as of the January 16, 2025 update that unlocked campaign multiplayer (beta) for all owners, and the April 2023 performance and 12th-gen Intel CPU fix. The game is otherwise complete. Live games change; check the linked sources if something differs.
What's in the Definitive Edition
- The Grand Campaign across Europe, the Americas and India, running through the 18th century.
- Road to Independence, a three-part story campaign that doubles as the tutorial and ends with the birth of the United States.
- The Warpath Campaign, a separate North American map with five Native American factions.
- Elite Units of the East, West and America, and Special Forces Units & Bonus Content, adding over 50 units.
- Campaign multiplayer (beta): as of January 2025, unlocked for all owners without requesting a code.
Note: integrated in-game chat was removed in April 2023; use the official Total War Discord or a third-party voice/chat app for multiplayer.
Quick Start
- Play Road to Independence first. It teaches campaign basics, land battles and naval battles in a controlled setting.
- Start the Grand Campaign with Great Britain, the United Provinces or Prussia. They're forgiving or focused (see faction table).
- Economy before conquest. Build farms, workshops and trade early; a strong economy funds armies that win.
- Research with gentlemen. Put gentlemen in schools and universities to speed up research. Enlightenment techs add up.
- Protect your trade. Trade routes and trade theatres produce big income; keep fleets guarding them.
- Line infantry wins land battles. Keep them in firing lines, protect flanks with cavalry, and use artillery on enemy lines and cavalry.
- Garrison your capital. Losing your capital is devastating; the AI loves a sneaky landing.
- Watch public order. Taxes too high, or the wrong government for your class balance, and revolts follow.
- Diplomacy matters. Trade agreements are free money; alliances with neighbors keep you from fighting on every front.
- Auto-resolve easy fights, fight hard ones yourself. Manual battles win much better outcomes when odds are close.

Campaign Systems
Regions and towns
Each region has a capital and smaller towns that grow over time. Towns specialize into schools, workshops or other buildings; ports provide trade, fishing and naval production.
Building priorities:
- Farms and resource buildings (mines, plantations, lumber) for income.
- Workshops and industry buildings for wealth; they can lower public order among the lower classes, so balance them.
- Schools and universities to generate research and gentlemen.
- Ports for trade and fleets.
Research
Technology is divided into military, naval, economic (industry) and philosophy branches.
- Gentlemen can be stationed at schools to research faster or duel rival gentlemen.
- Key military techs improve infantry firing and formations (such as fire by rank), artillery and bayonets.
- Economic techs boost farming and industry; they compound across the campaign.
- Philosophy techs unlock government reforms and improve public order.
Trade
- Trade agreements with other factions add income and improve relations.
- Trade routes by land and sea are raidable; blockades cut enemy income.
- Trade theatres: four off-map regions (Brazil, the Ivory Coast, the Straits of Madagascar and the East Indies) contain trade spots where your trade ships generate goods. They're lucrative and fiercely contested; escort your merchant ships.
Government and public order
| Government |
Strength |
Watch out for |
| Absolute Monarchy |
Stable control, strong central power |
Middle-class unrest as the population modernizes |
| Constitutional Monarchy |
Balanced, good for trade and research |
Elections change ministers |
| Republic |
Strong for trade, research and the middle classes |
Periodic elections; different upper-class tensions |
Revolutions change your government. Public order is affected by taxes, government, religion, buildings and garrisons.
Agents
- Gentlemen: research and duels.
- Rakes (and faction equivalents): spies, sabotage and assassination.
- Missionaries/religious agents: convert regions to your faith, improving public order.
Land Battles
Unit types
| Type |
Role |
| Line infantry |
The core; volley fire in lines |
| Grenadiers and elite infantry |
Better stats, grenades, key reserves |
| Light infantry |
Skirmishing, flanking, harassing |
| Cavalry (dragoons, heavy cavalry) |
Flanking, running down routing units, charging artillery |
| Artillery (foot, horse, howitzers) |
Breaks lines and formations from range |
Tactics that work
- Deploy on high ground and in cover where possible. Artillery and infantry on hills outrange and outlast enemies.
- Keep infantry in lines, two or three ranks deep. Longer lines put more muskets into each volley.
- Let the enemy come to you. The AI often advances into your volleys and artillery.
- Protect your flanks with cavalry. Counter enemy cavalry with your own, or form squares.
- Form squares against cavalry when a cavalry charge is imminent.
- Use canister shot at close range against infantry; round shot at long range against formations.
- Charge with bayonets only after volleys have broken morale, or against units already shaken.
- Hold a reserve. A fresh unit plugging a gap wins close fights.
- Chase routers with cavalry. Routed units that escape can come back later.
Sieges
- Besieging a fortified settlement starves it over turns; storming requires breaching walls with artillery or climbing.
- Defending forts: place infantry on walls and artillery in position to cover the gate and breaches.
Naval Battles
- Wind matters. Ships sailing with the wind are faster; the weather gauge (upwind position) is an advantage.
- Broadsides win. Keep your ships in line and present broadsides; don't sail head-on into enemy broadsides.
- Ammo types: round shot for hulls, chain shot to shred sails and slow ships, grapeshot to kill crews before boarding.
- Boarding captures enemy ships, which you can keep. Use it on damaged ships with depleted crews.
- Ships of the line anchor fleets; frigates and sloops chase, scout and raid trade.
- Auto-resolve is fine for lopsided fights; naval battles can be long.
Road to Independence
A three-episode story campaign:
- Founding and defending the Jamestown colony.
- The French and Indian War era.
- The American War of Independence.
It's the best tutorial for campaign movement, trade, and both land and naval battles, and it gives context for the American factions you'll meet in the Grand Campaign.
The Warpath Campaign
A separate North American campaign map with five Native American factions: the Iroquois, Huron, Cherokee, Plains Nations and Pueblo.
- Native factions have unique units, technologies and buildings.
- Expect to fight European colonial powers encroaching on your lands.
- Mobile, skirmishing units and ambushes work better than trading volleys with European line infantry.
Modern PC Tips, Fixes and Mods
- April 2023 update: improved performance on modern architecture and fixed crashes on 12th-generation Intel CPUs. Make sure you're on the latest build.
- Campaign multiplayer: available to all owners since January 2025 (still labelled beta).
- Graphics: the game runs on modern hardware at high settings; unit size and shadows are the most demanding options.
- Popular mods: DarthMod Empire (AI and battle overhaul) and Imperial Splendour (expanded campaign) are long-standing community overhauls, distributed through community modding sites. Install one major overhaul at a time, and check each mod's page confirms it works with the current (2023+) Steam build before installing.
- Mac and Linux versions are by Feral Interactive.
Common Mistakes to Avoid
- Declaring war on everyone. Pick one front at a time and keep trade partners friendly.
- Neglecting your navy. An enemy fleet blockading your ports and trade routes can bankrupt you.
- Leaving the capital lightly defended. AI naval landings are common.
- Taxing too hard. Revolts cost more than the extra income.
- Charging line infantry into enemy volleys instead of trading fire from good positions.
- Ignoring research. An enemy with fire by rank and better artillery wins even battles.
- Letting cavalry catch infantry in line. Form squares or cover the flank.
Advanced Tips
- Exploit the AI's aggression. Hold a strong defensive position and let the AI break itself, then counterattack.
- Artillery on hills with infantry in front is one of the strongest setups in the game.
- Use light infantry to harass and pull enemy units out of formation.
- Board damaged ships to build your navy for free.
- Stack trade theatre fleets and protect them; the income can fund your entire war machine.
- Plan government changes. A well-timed switch to a constitutional monarchy or republic can boost research and trade, but expect some unrest.
- Use gentlemen for duels to remove rival researchers.
