Romance of the Three Kingdoms XIV: Complete Strategy Guide

A strategy guide to Koei Tecmo's grand-strategy take on the Three Kingdoms era: how territory, supply lines, administration, officers, and battles work, plus opening plans, common mistakes, and what the 2026 Complete Edition adds. It covers the base game and the Diplomacy and Strategy Expansion Pack.

Researched September 2026 — current as of the final PC patches (last content update May 2021, last fix September 2021) and the Japanese "with Power Up Kit Complete Edition" released September 10, 2026. Check the linked sources if something differs.

Quick Start

  1. Everything happens on one map. China is a single seamless map of 46 cities and about 340 regions, each made of small territories. You "paint" territory in your color to expand.
  2. Supply lines are the core of warfare. A marching unit stays supplied while its home city connects to it through your territory. If that link is cut, the unit becomes weakened and disordered.
  3. Officers are everything. Over 1,000 officers each have five stats (Leadership, War, Intelligence, Politics, Charisma) and one or more of 150+ personality traits (called "characters" on the store page). Put the right officer in the right job.
  4. Build your administration. Your force's organization chart determines which policies you can use. Appointing capable officers to posts unlocks commands and bonuses.
  5. Develop before you expand. Early gold and food income decide how many soldiers you can field and how long you can keep them in the field.
  6. Pick an easy start. Big, stable rulers such as Cao Cao or Liu Bei in mid-era scenarios are forgiving. Small warlords in 190 AD are for your second campaign.
  7. Watch morale and supply, not just troop counts. A smaller supplied army routinely beats a larger cut-off one.
  8. Save before every major war. AI coalitions and plague events can wreck a campaign quickly.

Core Systems

Territory: from points to planes

Older RTK games had point-to-point city networks. RTK XIV uses area control:

Supply lines and disorder

Situation Effect
Unit connected to its origin city through your land Supplied: fights at full strength
Enemy paints the land behind it Supply cut: the unit weakens and falls into a disorderly state
Unit deep in enemy territory with no link Rapid morale loss. Retreat or reconnect quickly.

How to use it:

Cities, regions, and development

Each city has commands for domestic development: increasing food production, raising commerce (gold), maintaining public order, and drafting soldiers. The regions around each city can be developed as well.

Rule of thumb: high-Politics officers on development, high-Leadership and War officers on military, high-Intelligence officers on strategy and schemes, and high-Charisma officers on recruitment and diplomacy.

Administration, doctrine, and policies

Plan your government around your strategy:

Officers, stats, and traits

Stat Best used for
Leadership (LDR) Commanding units, defending
War (WAR) Attack power and duels
Intelligence (INT) Tactics, schemes, countering enemy plots
Politics (POL) Development and administration
Charisma (CHR) Recruitment, diplomacy, loyalty

Traits are the biggest difference from older entries. Some boost battle performance, some boost administration, and some give powerful unique effects. Read an officer's traits before you assign them. A mediocre-stat officer with the right trait can outperform a famous general in the wrong job.

Loyalty matters too. Unhappy officers can defect. Reward and promote your stars, and watch loyalty after you capture and recruit enemy officers.

Combat

Military principles

  1. Concentrate force. Two or three strong units beat six weak ones.
  2. Cut supply first, fight second.
  3. Keep a reserve near your capital. The AI will opportunistically attack weakly held cities.
  4. Time wars with the harvest and with enemy weakness. Attack when a neighbor is already fighting someone else.
  5. Retreat damaged units. Recovered troops are cheaper than new recruits.

Diplomacy and Strategy Expansion Pack

The expansion (Power Up Kit in Japan) adds diplomatic and strategic depth, and the free 2021 updates built on it. Features confirmed in official patch notes include:

The 2026 Complete Edition (Japan)

Released September 10, 2026. Early buyers through September 23 received a bonus scenario, 覇気雄心. Official announcements list these new elements (translated):

New element (Japanese) What it is
軍情 (military intelligence) Intelligence-gathering play built around espionage, scouting, and patrols, adding a fog-of-war layer to strategy
功労 (merit/achievements) More freedom in how you develop officers
方策 (measures) Ways to strengthen your whole force
名勝 / 詩文 / 歴史イベント Scenic sites, poetry, and a large number of historical events for immersion
天の時 ("timing of Heaven") Atmosphere and immersion systems tied to the era
熟練モード (expert mode) A harder mode for veterans
New traits such as 間諜 (spy), 明敏 (sharp-minded), 出世 (advancement) More varied officers
New tutorials Clearing them unlocks bonus historical officers and scenarios
AI improvements and an expanded officer encyclopedia General polish

Koei Tecmo marketed it as a new release with its own pre-order, not a free patch. How existing owners can upgrade and which languages it supports are best confirmed on the store page before you buy.

Opening Plan (Any Mid-Size Start)

  1. Year one:
  2. Recruit: search for and recruit free officers in your cities. Every good officer you add unlocks administration options.
  3. Set up your administration to fit your plan. Early on, domestic and recruitment boosts usually pay off most.
  4. Secure your borders:
  5. First war:
  6. Consolidate: after each conquest, restore public order and development before the next war. Chain-conquering with exhausted troops invites counterattacks.
