Just Cause 2: Complete Guide
A guide to Avalanche's 2010 sandbox: getting it running on modern Windows, mastering the grapple and parachute, farming Chaos efficiently, upgrade priorities, the 7 story missions, factions and strongholds, 100% completion tips and the free multiplayer mod.
Researched September 2026 — current as of the final 2010 PC build (no official updates since). Live games change; check the linked sources if something differs.
Quick Start
- Fix the launch crash first. On modern NVIDIA setups the game can crash or stutter with the old NVIDIA-only options Bokeh filter and GPU water simulation turned on. Disable both in Advanced settings (see the fixes section).
- Chaos is progression. Destroying government property and finishing missions earns Chaos, which unlocks story (Agency) missions, faction missions, strongholds and black market items.
- The grapple + parachute combo is your vehicle. Grapple the ground ahead, open the parachute, then grapple again to "slingshot" forward and up. You can cross Panau without a car.
- Call the Black Market. The dealer's helicopter delivers weapons and vehicles you've unlocked anywhere, and extraction fast-travels you to any discovered location.
- Collect upgrade parts. Weapon Parts, Vehicle Parts and Armor Parts (plus cash stashes) are scattered in every settlement. Armor Parts raise your health, so they're the first priority.
- Hijack everything. Jump from vehicle to vehicle, stand on roofs, and take helicopters by grappling to them.
- Take strongholds with a faction. Stronghold takeovers flip military bases to a faction and unlock faction missions.
- Settlement percentages drive completion. Each location lists its collectibles and sabotage targets. Wipe it to 100% for Chaos and cash.
Running It on Windows 10/11
| Problem |
Fix |
| Crash on launch or on loading a save (NVIDIA GPUs) |
In Settings, Advanced, turn off Bokeh filter and GPU water simulation. These old NVIDIA-specific effects are the most common crash source on modern drivers |
| Game requires DirectX 10 |
It's DX10-only, so modern Windows and GPUs support it. Install the DirectX runtime from the game's redist folder if it complains |
| Stutter or odd physics at high frame rates |
Cap the frame rate (through your GPU control panel or V-Sync) at a stable value |
| Controller issues |
Use Steam Input or the native Xbox controller support |
| Audio crackle |
Set Windows audio to a standard 44.1/48 kHz output |
Core Systems
Traversal: grapple, parachute, slingshot
- Grapple: Fire it at a surface or vehicle to pull yourself there. You can grapple to moving vehicles and helicopters to hijack them.
- Parachute: Open it anywhere mid-air, even right after grappling off the ground.
- Slingshot/parasail: Grapple to the ground in front of you while parachuting to pull yourself forward and gain height, then repeat. With practice it's faster than most cars.
- Base jumping: Jump from peaks or aircraft and open late. I Believe I Can Fly needs 1,000 m of base jumping.
- Stunt position: Stand on top of vehicles while they move. It's required for vehicle surfing and some challenges.
The dual-end grapple (tethering)
- Grapple an object, then fire the second end at another object to tie them together.
- Tie enemies to vehicles or gas tanks, pull soldiers off ledges, drag a car into another car, or yank a statue down.
- Achievements that use it: Gravity is a Bitch! (30 grapple-fall kills), Follow Me! (drag 5 enemies), Hang 'em High! (30 suspended enemies), Piñata Party (5 suspended enemies killed with melee), Wrecking Ball (5 tethered-object kills).
Chaos, heat and sabotage
- Chaos points come from destroying government property (fuel depots, generators, radio masts, SAM sites, statues of Baby Panay and more), completing missions and assassinating colonels.
- Heat is the military's alert level. More heat means heavier response, up to attack helicopters and elite troops. Break line of sight or leave the area to cool it off.
- Sabotage counts toward Saboteur (100) and Destroyer (1,000). Colonels count toward Professional Hitman (25).
Black Market
- Buy weapons, vehicles and upgrades with cash. Chaos unlocks more stock.
- Upgrades use collected parts:
- Weapon Parts: Upgrade weapon damage and ammo capacity.
- Vehicle Parts: Upgrade vehicle durability and performance.
- Armor Parts: Increase Rico's health. Buy these first.
- Extraction: Instant travel to any discovered location. It turns a 400-square-mile map into short hops.

Story: The 7 Agency Missions
Rico Rodriguez comes to the island of Panau to find his mentor Tom Sheldon and topple dictator Pandak "Baby" Panay. Story missions unlock as you earn Chaos:
- Welcome to Panau (tutorial)
- Casino Bust
- The White Tiger
- Mountain Rescue
- Three Kings
- Into the Den
- A Just Cause (finale)
Finishing on Normal gives Top Agent, Hard gives Heroic Agent, and Extreme gives Legendary Agent. After the finale you can keep playing in free roam to finish completion.
Tip: Don't rush the Agency missions. The Chaos gates push you toward the sandbox, and you'll be far stronger after collecting Armor Parts and weapon upgrades.
Factions
| Faction |
Leader |
Style |
| The Roaches |
Razak Razman |
Organized crime syndicate |
| The Reapers |
Bolo Santosi |
Socialist revolutionaries |
| The Ular Boys |
Sri Irawan |
Traditionalist, anti-foreign-influence guerrillas |
- Faction missions: Each faction has jobs that unlock with Chaos. There are 49 in total (A Trusted Ally). They pay well and let the plot's factions carve up Panau.
- Stronghold takeovers: Assault a military base alongside a faction to hand it to them. There are 9 (Gaining a Foothold for 3, Conqueror of Panau for all 9).
100% Completion Strategy
- Work region by region. Use extraction to jump to a cluster of undiscovered settlements, then clear them one at a time.
- Military bases give the most Chaos. They're full of sabotage targets. Use a helicopter with rockets to hit them quickly.
- Use the settlement info panel to see what's missing in each location.
- Challenges: Races and other challenges count toward Up to the Challenge 1 and 2 (10 and 50).
- Vehicles: Trying Anything Once needs all 104 vehicles, and Test Driver needs 30. Many are Black Market or DLC-exclusive, so check which ones count.
- Bridges: Bridge Limbo needs flying under 30 unique bridges. Use a small plane or helicopter.
- Top of the World: Stand on the highest point of Panau. It's in the snowy mountain region, and a helicopter plus parachute gets you there fastest. Check a map guide if the achievement doesn't pop.
Location achievements: Globetrotter (discover 100 locations), Freeroamer 1 (100% in 15 locations) and Freeroamer 2 (100% in 100 locations). Other achievements to note: Destruction Frenzy (30 objects in 60 seconds), Killing Frenzy (20 kills in 60 seconds), Parachute Climber (open your parachute and land 300 m above your starting height, which the slingshot does easily), Low Flyer (fly a plane low for 30 seconds), Juggler (30 kills while falling), Invincible Warrior (50 kills without losing health using inventory weapons), and the completion-percentage achievements Halfway There and Perfectionist (50% and 75%).
Best Weapons and Vehicles
- Early: An upgraded assault rifle and SMG cover most fights. Grenades and rockets for vehicles.
- Mid game: Rocket launcher for helicopters and armor. Sniper rifle for colonels and SAM crews.
- Vehicles: Attack helicopters make Chaos farming fast. Fast jets make crossing Panau quick (but they're fragile). A sturdy SUV or military truck is fine for strongholds.
- Upgrade priority: Armor Parts, then your two most-used weapons, then vehicle upgrades for your favorite chopper.
Multiplayer: JC2-MP
The fan-made Just Cause 2: Multiplayer Mod (JC2-MP) was recognized by Avalanche and released as free downloadable content on Steam in 2013. It supports huge servers with hundreds of players in Panau at once. Population is modest these days, but community servers with freeroam, racing and gamemodes still exist, so check its server browser.
Common Mistakes to Avoid
- Leaving Bokeh/GPU water on, then assuming the game is broken.
- Driving everywhere. Grapple, parachute and extraction are faster.
- Skipping Armor Parts and wondering why heat level 4 melts you.
- Rushing story missions without upgrades.
- Fighting heat 5 on foot. Escape, cool off and come back.
- Ignoring faction missions. They're fun, pay well and count for completion.
Advanced Tips
- Heli hijack chain: Grapple to an enemy helicopter, hijack it, then use it on the base that sent it.
- Tether a gas tank to an enemy group or an attack helicopter for explosive kills.
- Colonel hunting: Colonels are marked assassination targets found around military locations. Snipe them from range before the base alarm escalates your heat.
- Parachute plus guns: You can shoot while parachuting, which makes you a slow-moving but elevated gunner.
- Stunt jumps and car surfing: Stunt Driver points come from reckless driving, jumps and near-misses.
